The Bangladesh Energy Regulatory Commission, pursuant to Section 59 (3) of the BERC Act, in December 2005 requested comment and circulated to all energy stakeholders the following draft regulations:



The purpose of these draft regulations is to enable the Commission to operate and carry out its functions employing openness, transparency, and good governance. The hearing regulation outlines stakeholders' rights to fairness and due process. The meeting regulation provides openness and insight to how non-adjudicatory decisions are taken at the Commission. And, the electricity generation tariff regulation provides ratepayers, investors, and licensees with certainty that Commission tariff determinations will be processed and determined in a non-arbitrary and non-capricious manner.

The Commission's regulations are intended to provide certainty to the potential investor, licensee, customer, and end-user. BERC regulations establish rules of the game and a fair playing field for stakeholder participation in Bangladesh's regulated energy sector.

Bangladesh Energy Regulatory Commission Regulations are meant to assist the Government of Bangladesh with meeting its target of providing electricity and other sustainable energy forms to all citizens by 2020.
